About Jeremy:
Jeremy Locke is the Deputy Chief Operating Officer at the Alcohol and Gaming Commission of Ontario (AGCO), where he leads the agency’s compliance functions across Ontario’s cannabis, racing, liquor, lottery, and gaming sectors. In this role, Jeremy is responsible for ensuring regulatory integrity and operational excellence across some of the province’s most dynamic and high-profile industries.
Previously, Jeremy served as the inaugural Director of the Operational Planning, Priorities and Performance Branch at AGCO. He spearheaded a multi-year initiative to establish a dedicated function focused on strategic planning, performance measurement, and operational alignment within the Operations Division.
Jeremy also serves as the current President of the North American Gaming Regulators Association (NAGRA), where he contributes to advancing regulatory collaboration and best practices across jurisdictions.
Earlier in his career, Jeremy held leadership roles at the Ontario Racing Commission and the Ontario Society for the Prevention of Cruelty to Animals, where he served as Senior Inspector for Western Ontario, overseeing investigative operations across the region.
Jeremy’s academic background includes studies in Public Administration at Toronto Metropolitan University, Project Management and Human Resource Management at Fanshawe College, and Alternative Dispute Resolution at Western University. He has also achieved his certification as Corporate Business Coach through the Worldwide Association of Business Coaches.
