Vusi Mtsweni is a distinguished regulatory leader with extensive experience in governance, compliance, and strategic management across multiple industries. As Chief Executive Officer of the Mpumalanga Economic Regulator (MER), he has been instrumental in shaping South Africa’s gambling regulatory landscape and advancing responsible gambling initiatives.
With a career spanning over two decades, Mr Mtsweni has led the licensing and successful implementation of key sectors including Limited Pay-out Machines (2003), the Betting Industry (2006), Independent Site Operators (2010), and Bingo (2012). His forward-thinking leadership continues to drive the modernisation of regulatory systems and the integration of technology in gambling oversight, including early adoption of online betting contingencies.
Mr. Mtsweni has served on several prominent committees, including the IAGR Statistics and e-Gambling Standards Committees, the Gambling Regulators Africa Forum (GRAF), the National Gambling Board’s sub-committees, and the South African Bureau of Standards (Technical Standards). He served also as GRAF Acting Chairperson in 2017 and remains active on its Organising Committee.
He holds a Master’s in Business Leadership from the UNISA School of Business Leadership and a Bachelor of Commerce from the University of Natal (now the University of KwaZulu-Natal). Mtsweni was recently elected to the African Lotteries & Gaming Association (ALGA) CEO’s Forum Steering Committee.
