Kevin Mullally

Kevin P. Mullally is a senior gaming executive and attorney with more than three decades of experience in regulation, governance, market development, and regulatory modernisation across multiple jurisdictions. His career includes senior leadership roles within public-sector gaming authorities, as well as executive advisory work supporting governments and regulatory institutions on complex regulatory, governance, and institutional design matters.

Mullally has led gaming authorities at critical stages of market development, including serving as Executive Director of the Missouri Gaming Commission during a period of significant expansion and increased regulatory sophistication in the United States. He later served as Chief Executive Officer of the United Arab Emirates federal gaming regulatory authority, where he helped establish and operationalise a national regulatory framework for emerging regulated gaming activities.

He currently serves as Chief Executive Officer of the International Association of Gaming Regulators, where he is responsible for advancing the organisation’s mission to promote effective regulation through international cooperation, education, research, and the responsible adoption of new technologies. In this role, he works closely with regulators from jurisdictions around the world to address shared challenges such as illegal gambling, integrity risks, regulatory efficiency, and evolving market structures.

Mullally is also the Founder of The Mullally Group, where he advises governments, regulators, and institutions globally on regulatory frameworks, governance models, compliance systems, and technology standards. Throughout his career, he has maintained a strong focus on regulatory integrity, institutional independence, and collaboration across jurisdictions to strengthen public confidence in regulated gaming.
