Kevin P. Mullally is the Chief Executive Officer of the General Commercial Gaming Regulatory Authority (GCGRA) in the United Arab Emirates, bringing over 40 years of expertise in gaming regulation, public policy, and consumer protection. Throughout his distinguished career, Mr. Mullally has collaborated with regulatory agencies, legislators, law enforcement, and various organizations dedicated to creating policies that safeguard consumers, promote economic growth, and improve public health.
Before leading the GCGRA, Mr. Mullally served as Senior Vice President and General Counsel at Gaming Laboratories International (GLI), overseeing legal, licensing, consulting, and regulatory relations. He also served as the principal liaison to elected and appointed officials. Before joining GLI, he was Executive Director of the Missouri Gaming Commission from 2000 to 2006, after serving as Deputy Director from 1993 to 2000. Earlier in his career, he was General Counsel and Chief of Staff to Missouri State Senator Harry Wiggins from 1984 to 1993, after acting as a Legislative Assistant from 1981 to 1984.
Mr. Mullally’s global consulting work has guided governments in developing, analyzing, and implementing gaming laws and regulations. Notably, in 1995, he pioneered the world’s first self-exclusion program. He is also a co-author of the chapter “Public Policy Implementation and Regulatory Policy” in the University of Nevada-Las Vegas law school textbook Regulating Land-Based Casinos. In 2022, he was honored with the Vixio Gambling Compliance Regulatory Affairs Executive of the Year award, recognizing his exceptional contributions to the field.
