PANEL – Navigating complexity: Tackling key challenges in responsible gambling regulation

This session explores some of the most pressing challenges in responsible gambling regulation today, including emerging gambling products, VIP programs, non-traditional advertising and shifting financial behaviours. Panellists will examine current regulatory responses, identify potential gaps, and consider the real-world impact of these measures on player protection and market sustainability.

About Dr Chidhakwa:

Dr Eugenia Chidhakwa is the first woman to be appointed the Chairman of the Lotteries and Gaming Board, Zimbabwe since October 2020. She is also a seasoned Sport Administrator in the Government of Zimbabwe as the substantive Chief Director Sport, Recreation, Arts and Culture; currently the Chairperson of Sport Development Committee African Union Sports Council (AUSC), Member of the AUSC Council Advisory Board; Chairperson of Sport Development and Technical Commission AUSC Region 5 (SADC).

She holds a Doctorate of Philosophy in Education Management attained from the Stafford University of Uganda; a Master’s Degree in Olympic Studies; an Executive Master’s in Sports Organisations Management (Olympic solidarity), among other qualifications.

Dr Chidhakwa has contributed immensely to the growth of the Gaming Industry in Zimbabwe through developing various policies. She is currently spearheading the adoption of the Gaming Online Monitoring System to ensure effective monitoring in the Gaming industry.  She champions the Social Corporate responsibility for indigent communities in Zimbabwe.
