PANEL: Protective measures for young adults in gambling
In many countries, young adults are not (yet) seen as extra vulnerable when it comes to gambling. Limiting offering or even prohibiting gambling carries the risk that this group will see advertisements for illegal offering, and will start to play illegally and don’t join the legal offering. What is the best solution for this group when it comes to protective measures?

About Judith:
Judith Glynn is Head of Responsible Gaming Education and Policy, at the University of Gibraltar and also lectures Compliance Leadership for the MBA in the School of Business. In October 2025, she will defend her PhD thesis at the Centre of Excellence in Responsible Gaming, University of Gibraltar.
Judith is of Co-founder of PRET Policy Solutions Inc., a social responsibility research consultancy. Judith’s primary research interest is the role of gambling in society, especially the public policy, legal and regulatory frameworks established to manage gambling, and other risk industries such as tobacco, alcohol, and cannabis.
Judith began her career in the Ontario Public Service where she led consultation for the reform of Ontario’s regulatory agencies, before joining the management team that implemented the legislative, policy, and regulatory framework for gambling expansion in the late 1990s.
From 2000-2012 she managed the world’s largest gambling research program at the Ontario Problem Gambling Research Centre (OPGRC), working with more than 100 international scientists.
Judith has worked with legislators, policymakers, regulators, public health agencies, research institutes, and industry across Canada, the US, and internationally. She provides peer review for The Lancet, Psychology of Addictive Behaviors, and Journal of Gambling Issues. She is a member of the Research Review Committee for the Massachusetts Gaming Commission, the Scientific Oversight Committee of the Better Gambling Forum, and the New Jersey Gambling Treatment Diversion Court (GTDC) Advisory Group. Judith speaks English, French, and A2 level Spanish.
