Why do regulators find it difficult to get a quick, consistent grip on an appropriate response to advertising, inducements and free bets? Why can’t there be a simple data driven response recognised across the globe?

About Philip:

Philip moved to the Northern Territory from Victoria in 1981 to take up a position as a cartographer with the NT Conservation Commission.  Since that time he has been engaged in positions relating to public administration in senior management and executive level law officer positions.  Philip has held the statutory appointments of Registrar-General; Registrar of Births, Deaths & Marriages; Public Trustee; Registrar of Land and Business Agents.

Philip held the position as practising solicitor and Deputy Director of the Litigation Division, Solicitor for the NT, from 1999 until 2008 during which time a significant part of his practice entailed appearing before NT courts, tribunals and administrative bodies, both as prosecutor and as counsel assisting various commissions and tribunals.

Between 2008 and 2014 Philip served as the legal member of the NT Racing Commission and the Licensing Commission.

On 20 September 2019 Philip was appointed as the Director of Liquor Licensing just prior to the commencement of the new Liquor Act 2019. He currently holds the position of Executive Director Liquor Racing and Gaming with the NT Department of Industry Tourism and Trade.
